Police say a man was spotted by a witness with what appeared to be a small device with a lens on his shoe at the Kitchener Market on Saturday.
The witness said the man was following women and may have been trying to take photos up their skirts.
"It allows people to steal glimpses of personal spaces in people's homes, places of work, or inside a hospital -- our most private spaces," she said.
