The mother took the "fairly long" film to the French embassy, and it was later seen by the father of the other child.
"There was a soldier who filmed the scene with a camera while the second touched (the girl)," a senior police officer in Burkina Faso told AFP.
Fula, from Manding languages, is also used in English, and sometimes spelled Fulah or Fullah.
Fula and Fulani are commonly used in English, including within Africa.
After discovering the camera at the scene, the father went to the French embassy in Ouagadougou, which in turn alerted the police, who have opened an inquiry, the source said.
Paris prosecutors opened their own investigation on Tuesday evening, a judicial source told AFP, while the defence ministry said the military was also looking into the allegations.
Sebastien L was sentenced to one year in prison followed by a one-year suspended sentence.
He is banned from any profession involving minors for five years, the Paris court said.
